Add more filters to marker actions

In apply to tracks, include:

• "all video tracks"
• "all audio tracks"
• select multiple tracks
• "except these tracks"

In apply to colors, include:

• select multiple colors
• "except these colors"

 Add apply to names, include:

• select multiple names
• "except these names"

Add apply to users, include:

• select multiple users
• "except these users"

Add apply to type, include:

• select either regular or spanned markers
